INVITATION FOR BIDS

SEALED BIDS, subject to the conditions contained herein, will be received until 2:00 p.m., February 20th, 2002 at the office of The Town of Mancos, 117 North Main St., Mancos, Colorado and then publicly opened and read aloud, for furnishing all materials and performing all work for the construction of the renovation and addition to the Mancos Town Hall. A mandatory pre-bid meeting will be held on-site, on February 5th at 10:00 a.m. Project Managers estimate $185,000.00 The Construction Contract Documents may be obtained at the following location(s): Mancos Town Hall, 117 North Main, Mancos, Colorado upon payment of $100.00 for each set and examined at the following location(s): Mancos Town Hall or at the office of Jay Lynch Architects, 104 East Mill, Bayfield, Colorado. Any Bidder, upon returning the Construction Contract Documents promptly and in good condition, will be refunded the payment, and any non-bidder upon so returning the Construction Contract Documents will be refunded $80.00.

Bids must be submitted on the Bid Form and the successful Bidder will be required to execute American Institute of Architect (AIA) Document, A101-1987, “Standard Form of Agreement Between Owner and Contractor”, as modified by U.S. Department of Agriculture (USDA), Rural Development (RD), Instruction 1942-A, Guide 27, Attachment 3, “Attachment to AIA Document A101-1987, Standard Form of Agreement Between Owner and Contractor”, as accompanied by an executed USDA Form 400-6, “Compliance Statement”, and as supplemented by 41 CFR Part 60-4, “Equal Employment Opportunity Contract Compliance Notices”, 61 CFR Part 60-4, “Goals and Timetables for Minorities and Women”, and 41 CFR 60-1.4 (a) and (b), “Equal Opportunity Clause”. Bids must be also be accompanied by USDA Form, “Bidders Qualification Statement”.

INVITATION FOR BIDS
The Ute Mountain Ute Tribe (herein called the “Owner”) will receive bids for the construction of the:
Additions to the existing Community Center at 2:00 PM o’clock on the 20th day of February 2002 at the Ute Mountain Ute Tribal Complex located at the East Wing Conference Room 119, 125 West Mike Wash Road, Towaoc, Colorado 81334.

Description of work: Combined Construction contract, including minor site demolition, minor building demolition, sitework, general construction, mechanical, plumbing, and electrical work involving the additions to the existing Community Center.

Bona fide bidders may obtain copies of the proposed contract documents, including plans and specifications, by depositing $100.00 with Ute Mountain Ute Tribe Planning Department Room 206, Towaoc, Colorado, for each set of documents. Copies will be issued commencing January 25, 2002 at 11:00 AM at the Ute Mountain Ute Tribal Office Complex, Planning Department Suite 206, 125 West Mike Wash Road, Towaoc, Colorado Phone (970)565-6485. Deposits will be refunded to each person who returns the documents in good condition within ten days after bid opening.

There will be no Pre-Bid Conference at the project jobsite: however. Bidders are required to inspect the site where construction services are to be performed for the additions, to satisfy themselves as to all general and local conditions that may affect the cost of performance of the contract to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for withdrawal of a bid after opening or constitute grounds for a claim after contract aware.

A bid guarantee in the form of a certified check or bank draft payable to the Owner, irrevocable letter of credit, U.S. Government bonds, or a satisfactory bid bond executed by the bidder in an amount equal to five percent (5%) of the bid, is required to be submitted with each bid. An itemized cost breakdown, separating materials and labor, is required with each bid.

The contract will be awarded to the lowest responsive and responsible bidder whose bid does not exceed the amount of funds estimated by the Owner to be available for construction of the project, subject to any applicable Indian Preference requirements. Only bids meeting all of the bid requirements included herein shall be considered for award, In the event that the lowest bidder is not awarded a contract, a dissenting contractor has 48 hours in which to file a written complaint.

Indian Preference. Section A or B below is applicable, whichever is checked.

A. X Competition in this bid solicitation will be open to all qualified bidders, However, if a bid is received from at least one qualified Indian organization or Indian-owned economic enterprise and this bid is within 4 percent of the bid of the lowest responsible bidder, the contract will be awarded to the Indian organization or Indian-owned economic enterprise.
B.___Competition in this bid solicitation will be limited to qualified Indian organizations and Indian-owned economic enterprises.
Bidders claiming Indian preference will be required to submit a completed questionaire/statement to the Owner in accordance with Section 5 of the attached Instructions to Bidders.

Bids will be opened on February 20, 2002
Bids may not be withdrawn for a period of 30 days following the opening of bids without the consent of the Owner.

Award of this contract is subject to a determination by the U.S. Department of Housing and Urban Development (HUD) that the contractor is eligible to contract for federally funded activities.

The City of Cortez is accepting bids for crack fill, seal coat, and re-striping of pavement at Cortez Municipal Airport. The project area consists of approximately 174,000 square feet. The project is funded jointly by the City of Cortez and the Colorado State Division of Aeronauntics.
